If you have a blank canvas, start planning for the future. If there are no plants or trees in a garden at all, fix that. Winter is a great time to improve the soil, identify and improve and drainage problems, improve the soil and plant all sorts of plants ready for next year. A variety of plants will attract insects and then birds and reduce infestations in the future. Once you have a garden, only then should you look at fixing the lawn (ideally, re-seeding it).
